High-Value Targeting (HVT) has been a cornerstone of American counterterrorism for two decades. Beyond eliminating targets, it aims to deter future threats and reassure citizens of their government’s ability to keep them safe. While planned covertly, these strikes are publicized to highlight precision and contrast with the indiscriminate violence of terrorists. This talk explores the rise of such public performances and examines how Israel, as a key US ally, has adopted and abused the tropes of this genre in its own recent counterterrorism efforts.

Dr. Christopher J. Fuller
Associate Professor on Modern US History, University of Southampton

Dr Christopher J. Fuller, a contemporary historian of US foreign policy, investigates the intersections of technology, national security, and insecurity through archival research, leaked material, and open-source methods. He has published on drones, counterterrorism law, and cyber conflict. This talk stems from his latest project, The Hammer and the Scalpel: America’s Precision Ethos and Culture of War, which explores not just the military aspects of precision warfare, but also its political, linguistic, aesthetic, and social impact upon the US and its allies.
