In an era defined by unprecedented technological advancement, cyberspace has emerged as a key battleground in modern warfare, transforming not only how conflicts are fought but also reshaping political efforts to secure lasting peace. As a result, diplomatic negotiations surrounding cyberspace have intensified as states grapple with the need for rules governing digital conflicts and cyber operations. Most recently, the Russian Federation succeeded in pushing through a new United Nations convention on cybercrime, which has been heavily criticised by industry and civil society, especially from a human rights and privacy perspective. The next 12-18 months will likely set the stage for several other, key cybersecurity discussions at the UN, including negotiations on a Regular Institutional Dialogue / Permanent Mechanism.

What do these developments mean for the future of digital diplomacy? What role can the international community and other stakeholders – in particular industry and civil society – play in promoting lasting peace in cyberspace?
